Tried building and using Win7 Pro slipstreamed with SP1, but install program still had the same complaint. Finally, reinstalled SP1 afterwards.

I have a valid Windows 10 Pro key. I didn't try this, but it's likely the same as the downgrader executable does for you. If your Enterprise license is part of a volume license, you should ask your company for a proper upgrade procedure instead, they'll probably get it as part of their subscription.
